Traffic Control: Spawns air traffic, and has more variation on roads including vehicles that previously only spawned in a few places.

Race Challenges - New Reward: Changes prize money from $20,000 to $200,000, and if you see the length of some races you will wonder why it was ever less.

No Male Strippers: Preference, you could probably make them all male if you worked out how it was done and then reverse it.

New Lens Flare: Adds a better looking lens flare when looking at the sun.

Tropical Waters: Bright blue water replaces the darkl color in the base game and brightens everything up.

ZXZ's Blackmarket Mod: Most vehicles and items as well as enemies and faction soldiers in the game available as drops.

Gibbed's Tool Pack: Original download link is down but this looks to be the same tools with an added set.

Just Cause 2 Map Viewer: Drops are hidden everywhere on the map, and to complete the game you will almost need this to find them all when they are in remote locations you probably won't ever visit during the game.
